District 3

Charlie Knapper represents District 3 in Scotts Bluff County, Nebraska and is Vice-Chair of the County Board.   In 2018, he ran as a disrupter to the status-quo in county politics.  He won nearly 50% of the vote in a 3-way race, defeating the incumbent by 28% points and another challenger by 22% points.  Charlie won re-election in 2022 by earning over 65% of the vote. He serves as Second Vice-President on the Nebraska Assocation of County Officials (NACO) Board of Directors, a position voted on by county officials from all 93 Nebraska Counties.   Charlie believes in small and efficient government, free market capitalism, and public safety.  Scotts Bluff County has lowered its property tax levy five of the six years he has served.  He advocates for appropriate spending of lodging and occupation taxes to increase economic activity through tourism.
